White House adviser Phil Schiliro, who served as liaison to Congress President Obama during the war and other battles of the legislature's health, leaving the White House.

"The White House would not be the same without Phil, but more importantly, the country will not be the same without a stable leadership and tireless efforts over the past three years," Obama said in a statement.

"Apart from the issue at hand, Phil wise advice, assessment and unparalleled understanding of and relationship with Congress has made a valuable advice," said Daley. "His presence will be sorely missed in the White House, but an outstanding contribution to the American people will live long beyond his departure."
